New environmental enforcement action on estates

From May 2025 Kingdom Enforcement will be patrolling SHP estates with powers to issue a Fixed Penalty Notice to anyone they see fly-tipping, littering, spitting/gum or not clearing up after their dog.
Kingdom officers will commence in May by door-knocking on estates to speak with residents to let them know when enforcement action will start.
Enforcement action will commence mid-June, to give residents time to be aware of the forthcoming enforcement action on their estate.
In the past two years, the cost to Sutton Housing Partnership to clear up fly-tips on our estates has increased by 80 percent (from £84,000 in 2020/2021 to £149,000 last year). This is a cost that is then ultimately borne by every SHP resident, including leaseholders, when we look at rent and service charges each new financial year.
Sutton has seen a reduction in littering by 69% and a reduction of fly-tipping by 25% since Kingdom has been patrolling in Sutton over the past 3 years and we anticipate that this new initiative will drastically cut fly-tips and other unsightly environmental ‘nasties’.
Kingdom will commence active enforcement that will include issuing Fixed Penalty Notices for flytipping (£400), littering/spitting/gum (£150) and dog fouling (£50).
